First Responder Training (FRT) on Cybercrime Response for Police Personnel of West Bengal

"First Responder Training on Cyber Crime Response" for West Bengal Police Personnel was organized by Cyber Security Centre of Excellence (CS-CoE) under the aegis of the Department of Information Technology & Electronics. The training programme was rolled out jointly with the C-DAC and WEBEL with project management support from PwC. While the course was designed with support from C-DAC, who are the knowledge and training partner of the CS-CoE. The first phase comprising seven batches was held from 25th June to 7th August, 2019 at the Administrative Training Institute (ATI), Saltlake, Kolkata. 264 police personnel were trained who hailed from 4 districts namely – North 24 Pgs, South 24 Pgs, Howrah and Hooghly. Police personnel from both district and commissionerate police stations attended the training.

In the second phase, 208 police personnel from Kolkata Police Commissionerate attended this training at the ATI spread over six weeks of August – September 2019.

Each participant was provided with welcome kit, course materials and certificate of participation duly signed by the Additional Chief Secretary, Information Technology & Electronics Department. The certificate was duly accredited by C-DAC and Webel.

The aim of this training program is to create skill and enable the trained police personnel attend to various cybercrimes that take place every day. The trainees are trained on cyber-crime response and basics of cyber-forensic for improved cyber-crime investigations. FRT-trained police personnel are able to

  • Triage the aggrieved
  • Identify and categorise the crime/incident
  • Hand-hold the aggrieved to preserve the digital and physical evidence
  • Advise on eradication of further risk and
  • Lodge a suitable complaint (FIR)

A portal, https://frt.nltr.org was developed for the trainees wherein each of them has personalised "dashboard" with secured login credentials. Through that portal, they can access study materials, case studies, video-tutorials etc. The study materials are available in English and Bengali language separately. With the same login credentials, they can also download a mobile app "Cyber Sathi" and access the same materials on their mobile devices.
